PBI and Charity Salary Packaging: the $15,900 Cap

Employees of public benevolent institutions and health promotion charities can package $15 900 a year of rent, mortgage, loan repayments and bills from pre-tax salary without fringe benefits tax, plus $2 650 of meal entertainment. The $15 900 is the spendable form of the $30 000 grossed-up cap, divided by 1.8868. A disability support worker on $62 000 who uses the full cap saves $5 327 a year, around $205 a fortnight; a program coordinator on $90 000 saves $5 088. Other charities and not-for-profits are rebatable employers: the same $30 000 limit applies but the employer still pays 53% of the normal FBT, about $7 473 on a full cap, and usually passes it on, so the support worker's saving drops to -$376. The calculator below works out either case on your salary for the FBT year from 1 April 2026 to 31 March 2027.

PBI, health promotion charity or rebatable: why it matters

Three labels decide what a not-for-profit employee can package, and they come from registration, not from what the organisation says about itself.

Your packaging provider knows which one applies. The ACNC charity register shows each charity's subtypes, PBI and health promotion charity included.

What the same package is worth in each case

$62 000 salary, $15 900 packagedPBI or health promotion charityRebatable employer
Income tax and Medicare levy saved$5 327$7 097
FBT passed on to you$0$7 473
Net saving per year$5 327-$376
Reportable fringe benefits$30 000$30 000

With a rebatable employer the FBT passed on is part of the package, which is why tax saved is slightly higher: more pre-tax salary is sacrificed to cover it. The net figure is what changes in your pocket.

Disability, aged care and community services

Many charitable NDIS providers, aged care operators and community health services are registered PBIs, which is why salary packaging is a standard line in their job ads. For-profit NDIS and aged care providers are ordinary employers: packaging living expenses there costs FBT at 47% and does not pay. If an employer moves from a charity to a company structure, the packaging stops at the change.

Part-time and casual staff

The cap is the same $15 900 whatever your hours, but you can only package what you earn. A support worker on two days a week with a salary of $31 000 could in theory package half of it; in practice the saving per dollar is low at that level, because part of the packaged amount comes out of income taxed at 15% or not at all below $18 200. Casual employees can usually package too, through equal deductions from each pay, but irregular rosters make it easy to over-commit a deduction in a quiet week. Many providers set a minimum pay after packaging for that reason. When you work for two PBIs, each employer gives you its own cap.

Before signing up, ask the provider three things: the yearly or per-pay fee and who pays it, how bills are paid (card, direct payment or reimbursement), and what happens to an unspent balance when you leave.

Family payments and the 53% rule

Packaged benefits appear on your income statement as reportable fringe benefits ($30 000 on a full PBI cap). For Family Tax Benefit, Child Care Subsidy and youth income support, Services Australia counts only 53% of that amount for employees of a PBI, a health promotion charity, a public or not-for-profit hospital or a public ambulance service. Rebatable employers are not on that list, so their employees have the full amount counted. HELP repayments and the Medicare levy surcharge always use the full amount.

Frequently Asked Questions

What is a public benevolent institution?
A charity whose main purpose is to relieve poverty, sickness, suffering, distress, misfortune, disability or helplessness, registered with the ACNC as a PBI and endorsed by the ATO. Many disability, aged care, homelessness, community health and refugee services are PBIs. A general charity, sports club or school usually is not, even when it is not-for-profit.
How much can disability support workers salary package?
If the employer is a PBI, $15 900 of general expenses a year free of FBT, plus $2 650 of meal entertainment. A support worker on $62 000 using the general cap saves $5 327 a year. If the employer is a rebatable not-for-profit instead, the same amount saves -$376 once the reduced FBT is passed on.
Is $15,900 the same for every charity?
The spendable $15 900 applies to PBIs and health promotion charities, which have an FBT exemption capped at $30 000 grossed-up. Rebatable employers, other registered charities and not-for-profits, share the same $30 000 limit but only get a rebate of 47% of the FBT, so packaging costs something. Ordinary companies have no concession at all.
Can I package less than the full cap?
Yes: any amount up to the cap, and you can change it at set times through your provider. The saving is proportional below the cap: packaging $8 000 on $62 000 at a PBI saves $2 680 a year. Packaging less than the full cap can make sense if you are close to an income test for a payment you receive.
